Solution:

Let, $V_{1 \, }mL$ of 80% and $V_{2 \, }mL$ of 20% are mixed

$V_{1}\times 80+V_{2}\times 20=40\left(\right.V_{1}+V_{2}\left.\right)$

So $40V_{1}=20V_{2}$

So $\frac{V_{1}}{V_{2}}=\frac{1}{2}$
