Solution:

Initially propene reacts with chlorine to form allyl chloride.
Now, allyl chloride reacts with sodium hydroxide to form allyl alcohol which later on react with $HOCl$ forms monochloro hydrin and this later on reaction with sodium hydroxide to form glycerol.
