Solution:

$\overset{0}{C}l _2+6 NaOH \longrightarrow Na\overset{+5}{Cl}O _3+5 Na\overset{-1}{Cl} + 3 H _2 O$
Here, O.N. of $Cl$ increases from $O$ in $Cl _2$ to $+5$ in $NaClO _3$ and decreases to $-1$ in $NaCl$, therefore, $Cl$ gets both oxidised and reduced.
