In the given food web, hawk is the top carnivore feeding upon lizard, rabbit snake and mouse. So, if the population of hawks would increase, they would feed more on rabbit, snake, mouse and lizards which will result in decrease of their population. Due to less number of predators (lizards), population of grasshopper will increase.
