In the electrochemical cell $ {{H}_{2}}|{{H}^{+}}|\,|C{{u}^{2+}}|Cu $ oxidation takes place at hydrogen electrode and reduction takes place at copper electrode. In electrochemical cell oxidation takes place at anode and reduction takes place at cathode. So, $ {{\text{H}}_{\text{2}}} $ electrode behaves as anode and copper electrode behaves as cathode.
