Let charge on $4μF$ capacitor when switch in position $A$ is $Q$
Charge on $4μF$ capacitor after switch is shifted to position $B$ is $Q'$
$Q^{'}=\frac{4}{4 + 2}Q=\frac{2 Q}{3}$
ratio $=\frac{2 Q / 3}{Q}=\frac{2}{3}$
