Effective capacitance between the points $A$ and $B$
$C_{1}$ and $C_{3}$ parallel
$\therefore C_{1}+C_{3}=18 \,pF$
$18\, pF$ is in series with $C_{2}$
$\therefore \frac{18 \times 9}{18+9}=6 pF$
$6 \,pF$ is in parallel with $9 \,pF$
$\therefore 6+9=15 \,pF$
