In alkaline hydrolysis of tertiary halide by aqueous alkali, if concentration of alkali is doubled, then the reaction will remain constant because t-alkyl halides with aqueous alkali give $S_{N} 1$ reaction and the rate of $S_{N} 1$ reaction is not based upon the concentration of nucleophile (i.e., alkali).
