$a_{1}: a_{2}=3: 5$
Let $a_{1}=3 a$ and $a_{2}=5 a$
$\frac{I_{\max }}{I_{\min }}=\frac{\left(a_{1}+a_{2}\right)^{2}}{\left(a_{1}-a_{2}\right)^{2}}$
$=\frac{(3 a+5 a)^{2}}{(3 a-5 a)^{2}}$
$=\frac{64}{4}=\frac{16}{1}$
