Angular momentum of a satellite revolving around earth in a circular orbit, $L=m v r$
$m \rightarrow$ mass of satellite
$v \rightarrow$ speed of satellite
$r \rightarrow$ radius of orbit
$\Rightarrow L=m v r$
Also, $v=\sqrt{\frac{G M}{r}}$
$\Rightarrow L=m \sqrt{\frac{G M}{r}} r$
Thus, $L \propto \sqrt{r}$
