$P\left(E\,|\,F\right) + P\left(\bar{E}\,| \,F\right)$
$= \frac{P\left(E\, \cap \,F\right)+P\left(\bar{E}\, \cap\, F\right)}{P\left(F\right)}$
$= \frac{P\left(\left(E \,\cup\, \bar{E}\right)\,\cap \,F\right)}{P\left(F\right)}$
$= \frac{P\left(F\right)}{P\left(F\right)} = 1$
