Solution:

Given, absolute error in length, $\Delta l=0.05 m$
Measured length, $l=5 m$
The fractional error in length $=\frac{\Delta l}{l}$
$\therefore $ Percentage error in length
$=$ Fractional error $\times 100$
$=\frac{\Delta l}{l} \times 100=\frac{0.05}{5} \times 100=1 \%$
