The magnitude of induced emf is given by, $e=\frac{N d \phi}{d t}=NB\frac{d s}{d t}$
Which depends upon the number of turns (N), magnetic field intensity (B) which depends upon the medium, rate of change of area $\left(\frac{d s}{d t}\right)$ which depends upon insertion speed of magnet. It is independent of resistance of the coil.
