${\left[ Cl ^{-}\right]=\frac{3 M _1 V _1+2 M _2 V _2}{ V _1+ V _2}=\frac{3 \times 2 \times 200+2 \times 1 \times 300}{500}}$
$=\frac{12+6}{5}=\frac{18}{5}=3.6 M $
