Solution:

Hard water does not lather or produce foam easily. Hard water contains bicarbonates, chlorides and sulphates of Calcium and Magnesium which react with the molecule: of soap forming insoluble precipitates called scum. As strength of soap molecules are lost in the chemical reaction, they are not fit for washing clothes.
