$H^{\ominus}$ can act as a nucleophile also but always acts as a base. $H^{\ominus}$ is ideal to interact with the H atom's of $\sigma ^{*}$ orbital $H-X$ (X can be any atom) but much small to interact easily with carbon's more diffuse 2p orbital $\left(\left(\pi \right)^{*}\right)$ .
