Solution:
$v = \frac{1}{\sqrt{\mu_{o}\varepsilon_{o} \mu_{r}\varepsilon_{r}}}= \frac{c}{\sqrt{\varepsilon_{r}\mu_{r}}}$
$= \frac{c}{\sqrt{4\times6.25}}= \frac{c}{\sqrt{25}}=\frac{c}{5}$
