For zero order reaction, $[ R ]_{0}-[ R ]_{ t }= Kt$
$1-(R)_{t}=1 \times 10^{-3} \times 60 \times 10$
$(R)_{t} \Rightarrow 1-0.6=0.4 \,mol \,L^{-1}$
