Solution:
$H^{+}=\sqrt{K_{a} \times C}$
$H^{+}=\sqrt{10^{- 4} \times 10^{- 2}}=10^{- 3}molL^{- 1}$
$pH=-\log\left[10^{- 3}\right]=3$
