Solution:

$\because \, \frac{W}{E}=\frac{Q}{96500}$
$\therefore E=\frac{W \times 96500}{Q}=\frac{2.977 \times 96500}{10800}=26.6$
$\therefore$ Valency $= \, \frac{106.4}{26.4}=4$
