If $pH =3$, then $\left[ H ^{+}\right]=10^{-3} \& pH =11$, then $pOH =3$ and $[ OH^- ]=10^{-3}$. If equal volumes of two solutions with pH values 3 and 11 are mixed, then $pH$ of resulting solution is 7 because $\left[ H ^{+}\right]$of $1^{\text {st }}$ solution is equal to $\left[ OH ^{-}\right]$of second solution.
