$CH_{3}$ is an activity group i.e., it activates the benzene nucleus towards electrophilic substitutuion reaction at ortho-para position $Cl$, on the other hand, is a deactivating group towards electrophilic substitution. Since, the para position with respect to $Cl$ is already occupied, thus, the substitution occurs fastest at orhho $(4)$ position to $CH_{3}$
