A 1 M solution means 1 mol of $C_6H_{12}O_6$ (molar mass = 180 g mol$^{-1}$) of solute in 1000 $cm^3$ of solution.
Mass of solution = 1000 $\times $ 1.18 = 1180 g
Mass of water = 1180 - 180 = 1000 g
$\therefore $ 1 M $C_6 H_{12} O_6$ solution = 1 m
$\Delta T_f = K_f m $
$T_f = (0 - 1.86)^\circ C = - 1.86 ^\circ C$
