Solution:

Inspite of Cycas having two cotyledons (unequal unlike angiospermic dicots) is placed with gymnosperms because it has naked ovules not covered inside an ovary. Presence of ovary and a flower is the most distinguishing and characteristic feature of angiosperms. After fertilisation, the ovary develops into fruit which encloses and protects seeds which develop from ovules.
