Solution:

$R S^{\ominus}$ is more nucleophilic than $R-O^{\ominus}$ due to larger size of orbitals and polarization but $R S^{\ominus}$ is less basic than $R-O^{\ominus}$ as the negative charge get stabilized due to larger size of sulphur atom.
