Here the conversion occurs as follows.
Nitro group on the benzene ring is meta directing group. Hence, on bromination it forms metabromo nitrobenzene is formed. $-NO_{2}$ group on hydrogenation converts to $-NH_{2}$ . Aniline undergo diazotization reaction with sodium nitrite in the presence of HCl. Diazonium salt on reaction with $CuCl/HCl$ gives chlorobenzene.
