The volume of the water decreases on heating from temperature $0{ }^{\circ} C$ to $4{ }^{\circ} C$. Thus, coefficient of volume expansion is negative for this range. However, after heating beyond $4{ }^{\circ} C$, water expands. Thus, the coefficient of volume expansion of water has positive value beyond $4^{\circ} C$. This explains it has value zero at $4^{\circ} C$.
