To balance $O$ and $H$, we first find out side deficient in ' $O ^{\prime}$ atoms.
$Cl _{2}+6 H _{2} O \longrightarrow 2 ClO _{3}+10 e ^{-}$
Then find out side deficient in $H$ and add $H _{2} O$, then add equal number of $OH$ on opposite side.
$Cl _{2}+6 H _{2} O \longrightarrow 2 ClO _{3}+12 H _{2} O$
