Solution:

Chiasmata are the visible effects of the process of genetic crossing over between chromosomes which have paired up (i.e . between bivalents) in appropriately stained meiotic cells and hence indicators of recombination. They are best visible at the diplotene stage of prophase I of meiosis I.
