$PhO^{-}$ is less resonance stabilized than $AcO^-$ ion and hence is a stronger nucleophile than $AcO^-$. Therefore, the overall nucleophilicity decreases in the order:
$CH_3O^{-} (D) > HO^{-} (C) > PhO^{-} (A) > AcO^{-} (B)$ Therefore, option (a) is correct.
