$(I) > \overset{+}{C} - \overset{-}{O} (II) > \overset{-}{C} - \overset{+}{O} (III) > C = O$
The correct order of stability of these structures is:

The resonating structure with minimum or no charge is more stable. Thus, the stability of $(III)$ is maximum. The structure $(I)$ is more stable than structure $(II)$ as the negative charge is present on more electronegative atom.
