$\mathrm{pH}=7+\frac{1}{2} \mathrm{pka}+\frac{1}{2} \operatorname{logc}$
$=7+\frac{1}{2} \times 4.74+\frac{1}{2} \log \left(10^{-2}\right) $
$ \therefore \mathrm{pH}=8.37$
