Pressure head $=\frac{ P }{\rho g } ;$
velocity head $=\frac{ V ^{2}}{2 g }$
$\frac{V^{2}}{2 g}=\frac{2 P}{\rho g}$
$ \Rightarrow V^{2}=\frac{4 P}{\rho}$
$V ^{2}=\frac{4 \times 75 \times 10^{-2} \times 13.6 \times 10^{3} \times 9.8}{10^{3}}$
$=39984 \times 10^{-2}=399$
$V \approx 20 m / s$
