Solution:

The semiconductor behaves as an insulator at absolute zero temperature because at absolute zero temperature, the conduction band becomes empty and valence band becomes completely filled. The forbidden gap between conduction band and valence band is very small, which has the value of only 1 eV therefore, electrons cannot jump from valence band to conduction band.
