Solution:

$Ag _{2} CO _{3} \rightleftharpoons 2 Ag ^{+}+ CO _{3}^{2-} $
$ Ag ^{+}+ NH _{3} \longrightarrow \underset{\text{Soluble complex}}{\left[ Ag \left( NH _{3}\right)_{2}\right]^{+}}$
So, in pressence of $NH _{3}, Ag ^{+}$ion concentration in the equilibrium is reduced, hence according to Le-chatelier principle, solubility is increased.
