Solution:

Inertial frames are non accelerated frames i.e they move with constant velocity. As the driver in a vehicle is moving with a constant speed, thus the reference frame is an inertial frame. Also the Newtonian mechanics (law's of motion) are applicable only in inertial frame. Thus the assertion is true but the reason is false.
