lone pair - lone pair repulsion $>$ lone pair - bond pair repulsion $>$ bond pair - bond pair repulsion. In the ammonia molecule, $NH _3$ there are three bond pairs and one lone pair. The three $N - H$ bond pairs are pushed closer because of the lone pair - bond pair repulsion, and $HNH$ bond angle gets reduced from $109^{\circ} 23^{\prime}$ (the tetrahedral angle) to $107^{\circ}$.
