Solution:

The net force between two nucleons is equal to the algebraic sum of the nuclear and electrostatic forces acting between them. Between proton-neutron and neutron-neutron, only the nuclear force of attraction act. But between proton-proton, apart from the nuclear force, electrostatic force of repulsion also acts. This tends to reduce the net force between the two protons.
