Presence of $- NO _{2}$ group will favour chlorobenzene towards nucleophilic substitution,
$Ar S _{N} 2$ (via addition elimination mechanism) $-R$ effect of $- NO _{2}$ at ortho position (I) will favour the reaction most in comparison to $-I$ effectof $-N O_{2}$ at meta position (III).
