Coupling reaction between arenediazonium cation and an aromatic compounds which bear powerful electron- releasing group like $- OH ,- NH _{2},- NHR$, or $- NR _{2}$. Hence toluene, having weak electron-releasing $- CH _{3}$ group can't couple with diazonium cation.
