Solution:

$Strength$ $of$ $conjugate$ $base \propto \frac{1}{A c i d i c \, s t r e n g t h}$
As acidic strength is $CH_{4} < NH_{3} < H_{2}O < HF$
So conjugate base strength is $CH_{3}^{-}>NH_{2}^{-}>OH^{-}>F^{-}$
