Solution:

An organic compound is optically active if it is non-super imposable on its mirror image.
(Conditions for optical isomerism)
The compound should be asymmetric. It should not contain plane of symmetry (mirror image is not super imposable).
It should not contain any symmetry element such as the center of symmetry or axes of symmetry.
