$\left(V -\Delta V\right) \times1.03 \times g=V \times0.09\times g$
or $\frac{V -\Delta V}{V} = \frac{0.92}{1.03}$
or $\frac{\Delta V}{V} = 1 -\frac{0.92}{1.03} = \frac{0.11}{1.03}$
or $\frac{\Delta V}{V} \times100 = \frac{1}{1.03}\approx11 $
