When element is in $ {{M}^{3+}} $ form, its electronic configuration is $ [Ar]\,4{{s}^{1}}, $ hence, electronic configuration of M will be $ [Ar]\,4{{s}^{2}}3{{d}^{2}}. $ Hence, atomic number of element (M) = 18 + 4 = 22.
