$a=\frac{e E}{m} ; h=\frac{1}{2} a t^{2}$ or $t=\sqrt{\frac{2 h}{a}} \Rightarrow t=\sqrt{\frac{2 h \cdot m}{e E}}$
Thus, $\frac{t_{e}}{t_{P}}=\sqrt{\frac{m_{e}}{m_{P}}}$.
