Solution:

$\frac{P_1 \, V_1}{T_1} = \frac{P_2 \, V_2}{T_2} $
$\frac{1 \times 12000}{273 + 27} =\frac{0.5 \times V_2}{273 -23}$
On solving ; $V_2$ = 20,000 litres.
