Induced emf should be equal to $10\, V$
$e=A \frac{d B}{d t}$
$\Rightarrow 10=\left(\frac{10}{100}\right)^{2} \frac{7}{\Delta t}$
$\Rightarrow \Delta t=7\, ms$
