Solution:

Flux of electric field $\overrightarrow{ E }$ through any area $\mathring{A}$ is defined as $\phi=E \cdot A \cos \theta$ or $\phi=\overrightarrow{ E } \cdot \overrightarrow{ A }=0$ the lines are parallel to the surface.
