$v \propto \frac{1}{\sqrt{r}}$
$\%$ increase in speed $=\frac{1}{2}$ (\% decrease in radius)
$=\frac{1}{2}(1 \%)=0.5 \%$
i.e., speed will increase by $0.5 \%$.
