Angular momentum of the system about an axis perpendicular to plane of paper and passing through O will remain conserved.
$L_i=L_f$
$\therefore mvL=I\omega=\bigg(mL^2+\frac{ML^2}{3}\bigg)\omega$
$\therefore \omega=\frac{3mv}{L(3m+M)}$
